Kampuchean Action for Primary Education (KAPE)
What is KAPE?
Kampuchean Action for Primary Education or KAPE is a local NGO licensed by the Ministry of Interior and an official partner of the Ministry of Education, Youth, and Sports. The agency was founded in 1999 BY local stakeholders FOR the stakeholders. In this sense, the agency's establishment represents a unique experiment in stakeholder driven development. Historically, KAPE has grown out of the Cambodia Assistance to Primary Education Project (CAPE), which began in April, 1996. This was a large national project supported by the US Government with the aim of improving instructional quality in all school clusters throughout Cambodia. When funding for this program ended, a group of committed program staff in the Kampong Cham provincial project site continued their efforts to develop educational models that best serve children, parents, and teachers. In so doing, they formed, in cooperation with the Provincial Office of Education, a committee with official status to follow up technical activities in clusters formerly supported by CAPE. In time, the committee cited above evolved into a nonprofit, local NGO known as KAPE. The similarity in names with the CAPE project is intentional and is intended to emphasize continuity between the two entities though localized management represents a significant difference.
Agency Mission Statement
KAPE seeks to improve both the quality of and access to basic education for children living in Cambodia. The agency works closely with the Ministry of Education, Youth, and Sports (MoEYS) to realize recently proposed educational reforms that focus on increased access to education by vulnerable groups. KAPE’s mission statement is as follows: to support local schools and communities to fulfill the right of every Cambodian child to a quality basic education. The immediate objective of KAPE is to assist the government to achieve Education for All as well as achieve improvements in the learning environments of target primary and secondary schools as a result of interventions, which use cluster schools as the main delivery system of technical and material assistance.
